Title: Why is necrobumping allowed here?

I've seen a lot of threads that have been dead for 1 to 4 years and being necrobumped.  Why don't they just make a new thread.

Because some threads are worth resurrecting. There are a lot of useful posts (like in Bass Place) that can help newbies.

To simply avoid duplicate and redundant threads.

If it's being done in the classifieds though by members who are doing it for the sake of post counts, then do click on the "report to moderator button" so we could do the necessary actions as needed. Thanks!
