i own the ART tube MP which is very similar to the Behri mic200. it is true that the ART tube MP has a certain inherent level of noise, a sort of hissing, and worse ... some buzz if you max out the input and output gains (which i was told can be fixed by loosening one of the screws). proper gain staging can minimize this noise. make sure that your signal is loud enough (not too loud that it starts clipping your mic or preamp) so that you don't have to boost the gain input and output, and therefore raise the noise level in the process.
in my experience, the only preamps that didn't have this type of noise (no matter how much one boosts the gain inputs) are the more expensive types. aside from the ART Tube MP, i also have a solid state Joe Meek VC1 studio channel (which isn't competely noise free but a lot quieter than the ART), four channels of RME mic pre's (same tas the RME Quad Mic) which are also pretty quiet, and the noiseless fantabulous oh so wonderful pair of Aphex 1100A tube pre's, which are as quiet as a dead duck). you can raise the gain on these pre's and only hear the ambient/room noise going up, without the hiss.
as far as the price is concerned, here are estimates of how much it can cost you:
entry level pre's like the ART and Behri: Php 4k-6k per channel
mid-leve pre's like the Joe Meek VC1: 500-1000 USD per channel
high end mic pre's like the Aphex1100A, SSL XLogic, : 1000++- to 5000 USD

but going back to the topic of vocal recording, you also have the mic to think about. large diaphragm condensers are very popular for capturing vocals because they have a very open sound. if youre just starting out, then a behri mic pre and a scalarized b-1 are perhaps the best way to go. hehe. sabi nila ok daw yung scalarized na behri b1 ...havent heard it though but a couple of friends vouched for it
