DENR wants to stop new emission test centers, non-EU4 engines import

Air quality continues to get worse everyday as the number of smoke-belching vehicles plying the roads of Metro Manila continue to rise.

This has prompted the Department of Environment and Natural Resources (DENR) to seek the end of registration of new private emission testing centers (PETCs) and also to stop the importation of engines that are non-Euro 4 compliant.

National anti-environmental crime task force chief and DENR Undersecretary Art Valdez has sought the help of the Department of Trade and Industry (DTI) for the implementation of the above measure to improve the air quality in Metro Manila.

"Our air quality is still bad," said Valdez.

Valdez wants the government to implement a nationwide motor vehicle inspection and maintenance, which includes efficient emissions testing, to weed out smoke-belching units that are unfit for road use.

PETCs were intended to be a two-year stop-gap measure until the government procured the budget for nationwide program.

Instead of the planned 1 PETC for every 12,000 vehicles, there are now more than 1,490 PETCs in the country.

"Since there are many PETCs already, government must already cease registering new ones," noted Valdez.

Valdez is also seeking the end of the practice of ‘non-appearance.’

"Emission testing became a small industry - PETCs made money but motor vehicle emissions remain dirty so our air is still polluted," added Valdez.

To prevent the importation of non-Euro 4 compliant engines, Valdez wants the DTI to draw up guidelines to give the Bureau of Customs (BOC) power to block entry of engines that don’t comply with Euro 4 standards.

"Clean air's effect is just unbelievable as it covers all classes of society," said DENR Sec. Gina Lopez.

Sa araneta maraming nag ttint, punta ka sa winter pine or yung kay Jeff tan. May mga orig 3m sila dun or kung tipid meals ka eh Solar Guard. Medyo ma iiba ang shade ng tint mo.

Yung terminal mo maluwag yan malamang tanggalin mo tapos linisin mo at wipe it off with wd40 do not soak it. kumpaga punas lang talaga tapos put it back at make sure na hindi mali or hindi loose ang pag kakabit mo ng terminal

DOTr considers ending number-coding scheme

As traffic continues to worsen despite the longstanding implementation of the UVVRP (Unified Vehicular Volume Reduction Program), more commonly known as the number-coding scheme, the Department of Transportation (DOTr) is now studying the feasibility of removing the scheme completely.

“Base po sa pag aaral, yung mga number coding ay hindi naman talaga nakakatulong sa pag reduce ng volume [of vehicles] sa kalye,” said Anne Lontoc, DOTr Undersecretary for road transportation and infrastructure.

[“Based on studies, the number-coding (scheme) does not really help in reducing the volume (of vehicles) on the road.”]

The study Lontoc was referring to was done by Dr. Primitivo Cal of the University of the Philippines (UP) School of Urban and Regional Planning indicating that instead of reducing the number of vehicles on the road, the UVVRP actually adds more on the road.

Hindi pa ba? hahaha. sabi sa report 1.17% lang ang reduction ng vehicles jan sa coding scheme, whis is not so significant.  It also so true that people are buying additional car para may magamit sila. Dapat may study din na dahil sa UVVRP na yan, ilang porsyento ang dinami ng bumibili ng second car para maiwasan yan at ilang porsyento and dinami ng illegal parking sa metro.

LTO to process 5-year licenses, but…

Beginning Oct. 8, the Land Transportation Office (LTO) will start processing driver’s licenses with a five-year validity in the National Capital Region, an official said yesterday.

LTO legal counsel Romeo Vera Cruz, however, said the agency cannot provide the license cards due to procurement problems.

“We are only up to processing of the documents kasi malabo pa talaga ang cards (the cards are not yet available),” he said.

Why go for mazda 2 kung halos magka presyo ang mazda3 and honda city, dag-dag ka lang ng konti mazda 3 na(sa 1.5L engine). but i like my sisters city, though ilang ako sa paddle shifters.
