QC, Manila, Makati record most road crashes – MMDA

MANILA, Philippines – Since 2013, three cities in Metro Manila have consistently topped the list in terms of number of road crashes recorded in their jurisdictions: Quezon City, Manila, and Makati.

The 3 cities have posted double-digit figures in the number of road incidents in 2015 alone, data from the Metropolitan Manila Development Authority (MMDA) show.

The number of road crash incidents in the 3 cities comprise 51% of the total 95,615 crashes recorded between January to December 2015 in the capital region.

The 95,615 figure translates to roughly 262 road crashes a day – and that's no joke.

Data from the Metro Manila Accident Recording and Analysis System (MMARAS) also showed that while most of the road crashes reported every year happened during day time, the crashes that end up deadly mostly occurred at night and in the early hours of the morning.

LTO issues official specs for conduction-based temporary plates

Unable to supply actual plates, the LTO orders a single design for temporary plates

There appears to be a new development with regards to the issue surrounding new vehicle registration with the Land Transportation Office (LTO), and no, it's not with regards to the issuance of the plate itself

Motorists, authorized dealers, and accessory shops have been making temporary plates of various designs (improvised, even) for nearly four years given the long-standing problems with regards to the supposed supplier of the official metal license plates. Some have even used temporary plate designs that even mimic styles from other countries such as Europe and Japan.

Well, it seems the fashionable temporary plate party is over.

AutoIndustriya.com has just been informed that the LTO, in a memorandum, has released official and sanctioned specifications for the conduction sticker-based temporary plates for motorists to use in lieu of their yet-to-be-released plates. The order also covers motorcycles, rebuilt or used imported motor vehicles.



The memorandum was issued to LTO accredited dealerships and has the full specs for the said temporary plates which will be manufactured by the dealerships for their customers. The LTO ordered that the said temporary plate will be manufactured from a “Reflective Sturdy Material” and specified that it use Arial Black as the official font.

The two images (top and below) depict the specifications of temporary plates for motor vehicles and motorcycles, respectively.



The conduction sticker (CS) number will still remain as the focal point of the motor vehicle temporary plate, though it also added the use of the word REGISTERED as well as the name of the dealership it was bought from. The LTO also ordered that the temporary plates will have to indicate the Region it was registered in (Region 3 covers Central Luzon, i.e. Bulacan) as well as the Motor Vehicle File Number.

The specs indicate the complete measurements of the said plates as well as spacing between the lines. The LTO even went so far as to specify the size of the font to be used, such as 160 point Arial Black for the CS number in cars and 90 point for motorcycles.

The document implies that the LTO's order was made to curb the use of unregistered motor vehicles given the agency's mandate under RA 4136, and specifically indicates the use of the Motor Vehicle (MV) File Number as the official basis for registration on top of the CS number.

Unlike Conduction Stickers, MV File Numbers are generated once a new vehicle is duly registered and encoded with the LTO. It is a clearer indication to the LTO and their partner agencies that all fees are paid and the bonafide owner has taken delivery of the said vehicle. Normally the LTO issues the computer-generated MV File Numbers after a week from the purchase date, though our source says the agency is claiming they can do it in three days.

In contrast, the Conduction Stickers (CS) issued by the LTO are intended for the transport of the vehicle from the port or point of manufacture to the dealer or retailer for sale to the public. A newly-sold vehicle with a CS can be legally driven for a week, provided that the owner has the authority issued by the LTO to do so. What that means is the CS is not actually a proof of registration.

The memorandum makes no mention as to who will bear the cost of manufacturing the temporary plates, though it is presumed that the dealer will have to, given that the order also states that dealers will be sanctioned for failing to adhere to the specifications.

This new memorandum will take effect on February 15, 2017.

Dash cam - vanity or necessity?
With the quality of the majority behind the wheel, I'd say more like a necessity. Aside from being a backup evidence, may mga ilang videos online kung saan biglang bumabait yun kups kapag nakita/naiturong may dashcam.

Been driving more than 2 years now, most of the kups kasi na na encounter ko eh someone from the back, like motorists na gusto laging mauna eh pagdating sa intersection or traffic light mostly kayo kayo din naman ang magkikita, hahaha, guys who doesn't look or  whats beyond the car in front of them, nagsasayang ng gasulina at brake pads. Anyways, yeah kukuha nako ng dashcam.

Jeepney ban along EDSA starts Monday

MANILA, Philippines - Starting Feb. 13, passenger jeepneys will be banned from traversing EDSA-Guadalupe to ease traffic congestion along the busiest thoroughfare in the metropolis, officials announced yesterday.

Jeffrey Baluyut, councilor of Barangay Guadalupe Nuevo in Makati, said jeepneys plying Gate 3 Housing, AFP Housing and Leon Guinto would no longer be allowed to enter EDSA.

Baluyut said jeepney drivers and operators have been informed about the ban prior to its implementation.

The Metropolitan Manila Development Authority (MMDA) said jeepneys coming from Magsaysay street should use P. Burgos street going to P. Victor street to Sgt. Yabut street to their destinations.

MIAA to ban barkers at NAIA starting next week

Manila International Airport Authority will no longer allow barkers at the Ninoy Aquino International Airport starting Feb. 15 following passenger complaints.

Aside from having to deal with exorbitant taxi rates, passengers said insistent barkers would harass them, a report on Unang Balita said on Friday.

To address this, airport officials and leaders of the transport group at NAIA met and decided to ban airport barkers.

MIAA General Manager Eddie Monreal and other officials even admitted they were also victims of barkers who would insist on getting taxis that overcharge passengers.

Chevrolet Cruze Diesel owners take GM to court

Earlier this week, Chevrolet announced some impressive fuel economy figures for its newest Cruze Diesel sedan. Meanwhile, a federal court in Michigan has given nine owners of previous Cruze Diesels the green light to continue their joint lawsuit against Chevrolet and its parent company, General Motors.

That suit was initially filed in June 2016, and it alleges that, like Volkswagen and its now-famous defeat devices, Chevrolet equipped the Cruze Diesel with software that allowed the car to cheat on emissions tests. The plaintiffs claim that when their vehicles aren't being tested, they emit more pollutants than allowed by U.S. law. 

The lawsuit seeks compensation similar to that doled out to Audi, VW, and Porsche owners affected by Dieselgate. Specifically, the Cruze Diesel owners want GM to buyback the vehicles in question or provide a fix to bring the cars in line with federal regulations. They would also like to receive financial compensation, including $2,000 to account for the Cruze Diesel's higher price compared to the regular, gas-powered Cruze. Punitive damages are on the table, too.

The good news for GM is that U.S. District Judge Thomas L. Ludington has dismissed the plaintiffs' claim of breach of contract. Ludington said that the plaintiffs hadn't presented ample evidence to support that allegation.

The good news for the nine Cruze Diesel owners, however, is that the judge has allowed their allegations of deceptive advertising and fraudulent concealment to stand. Ludington said that the plaintiffs had presented enough evidence to warrant bringing those claims to trial--provided, of course, that the case isn't settled out of court first.

haha yung Toyota RAV4 na nakita ko dati may malaking sticker ng RalliArt sa taas ng windshield. nakita ako nung driver natatawa ako habang nakatingin kasi nasa dulo ako ng jeep at kasunod namin sya. di mapinta muka nya.
