GOOD NEWS: DOTr-LTO set to refund collected RFID fees from 2009 RFID Project
The Department of Transportation-Land Transportation Office (DOTr-LTO) today announced that it is set to refund the Radio Frequency Identification (RFID) fees collected from motor vehicle owners for the RFID Project in 2009.
In a Public Advisory, the agency said that starting August 15, 2019, motor vehicle registrants may claim their refund at the LTO District Office where it was collected.
According to Assistant Secretary Edgar C. Galvante, “This is in compliance with the Supreme Court Decision, dated January 31, 2017, ordering the refund. It is only right that government gives back the full amount, as well as the interest, to the respective motor vehicle owners.”
The DOTr, LTO and Stradcom Corporation, LTO’s partner in the said RFID Project, held talks to iron out the details of the refund.
On July 18, 2019, LTO Chief Galvante signed Memorandum Circular (MC) No. 2019-2170 which states the procedure its distribution.
In the Circular, the LTO will refund the full amount collected, which was Php350.00, to each claimant. The amount of Php9.00 will be added as interest earned at the average rate of 0.3262% per annum, reckoned from February 1, 2010 to June 17, 2019.
The master list of claimants is already with the corresponding LTO Regional and District Offices. The list will be posted in a conspicuous place within the office to serve as reference for claimants.
For claimants who paid at mobile sites or in Offices which have been closed, particularly Region 3-OSS Pampanga and Region 7 Cebu Extension Office, they may claim the refund at the respective Regional Offices.
According to data, there are about 85,657 claimants.
The claimant has to submit an accomplished RFID Fee Refund Form and a copy of one (1) valid government-issued ID. A corporation or juridical person has to submit an original and duly notarized Secretary’s Certificate for identification purposes.
