there are 3 possible issues here... all of which are related to hardware...
1. bad memory: if your system has no onboard video, and it was still displaying a memory size lesser than the actual. most likely bad contacts would be the culprit here. start by removing the RAM modules, and cleaning the contacts with a gum or rubber pencil eraser, then move the modules to a different RAM socket. repeat the POST process to view the total RAM size
2. bad videocard: if you never actually get to the point in which RAM is tested, and it repeatedly reboots. the main problem would be to isolate the videocard, and start using another. in the case of an onboard videocard, get yourself another expansion videocard [PCI, AGP or PCI-E, depending on what you have], and configure the BIOS to use the expansion instead... if it happened to be an expansion, do the same with the RAM, and make sure that the card is inserted correctly in the slot... a misaligned videocard will yield the same results if unchecked...
3. bad/overheated northbridge chip: this chip is in charge of all operations related to the video, RAM and some USB ports... you may want to replace the heatsink for the northbridge and put a fan on top of it to reduce the heat... if it overheats, it never registers in the BIOS, so you should make sure that there would be adequate ventilation on it.
worst case scenario is that you have to replace the motherboard.
