Not a very easy question to answer because there are 2 possible paths to choose: a computer-less system and of course, computer system.
Why computer-less? Kasi it is immediately active, so to speak. Practically no boot up time, no need to launch software. Cons are you are limited to the recorder that you buy; very few have upgrade paths and editing capabilities are more limited compared to computer systems. There are gear that allow you onscreen editing and have very good effects (Mackie hard disk recorders and the Roland VS-2480, e.g.), but these will set you back quite a bit.
For computer systems, you will have to decide on the software first and soundcard second. All hardware components after that are a function of compatibility with those first 2 components.
You can inquire with Audiophile about locally available gear. For soundcards, JB and other Salonga branches carry the M-Audio brand. TMS carries some Mackie firewire components like Onyx mixers. The choices locally are more limited compared to abroad. If you can order from online stores, be aware that warranties can be a bit of a problem if you have to order from them.
