How to Block certain computer to Download Large Files

Need help,my roommate is downloading big files and not paying a penny  for our internet,Gusto ko sana marestrict siya mag DL ng mga large files(utorrent,filesharing,appstore haha) gusto ko ma-limit to browsing lang,pwede ba maset up yun sa router?by the way im using dlink. Set up instructions naman please..thanks!
